THEORETICAL FRAMEWORK AND PRACTICAL PATHS FOR GRASSROOTS SPORTS GOVERNANCE TO BUILD RESILIENCE IN URBAN COMMUNITIES

Introduction
In the context of rapid urbanization, urban expansion and population agglomeration, community resilience has become a key to sustainable urban development and has attracted much attention from all sectors. Community resilience refers to the ability of a community to mitigate, adapt and recover from the negative impacts of disasters. Sports facilities help residents to improve their physical fitness, and they can also switch functions at special times, such as serving as emergency shelters or material distribution points, to enhance spatial resilience. Indeed, the social capital generated by sport, the self-organizing capacity of communities fostered by sports associations, and the role of sport in enhancing the physical and mental health capital of residents are significant but not yet fully exploited in enhancing community resilience.
Methods
This study uses a combination of case studies and interviews. Seven communities with outstanding community sports governance in two districts of Shanghai were selected as case studies to analyse their demographics, spatial characteristics and governance experiences, and primary data were collected through interviews.
Results
The study has constructed a theoretical framework for grassroots sports governance to enhance community resilience, which includes four aspects: reconfiguring community spatial resilience, accumulating community social capital, enhancing residents health capital, and stimulating the vitality of participatory governance. First, sports facilities can take over the function of emergency evacuation in special times, thus reconfiguring spatial resilience. Second, grassroots sports governance promotes the deepening of residents trust relationships and the expansion of social networks through organised activities, thereby accumulating social capital. Third, regular physical activity can increase residents physiological and psychological resilience and improve health capital. Finally, sports clubs create opportunities for residents to participate in community affairs, enhance their capacity for self-organisation, and stimulate the vitality of participatory governance.
Discussion
The discussion identified three key pathways for grassroots sport governance to enhance community resilience. At the facility level, based on the spatial resilience of facilities, risk is buffered through functional transformation. At the institutional level, the integration of resources, strengthening the synergy of multiple actors and cultivating the leadership effect of community elites to enhance community resilience. In the social capital dimension, sport practices catalyse the endogenous governance order, focus on cultivating sport communities, and enhance community cohesion. In summary, grassroots sport governance is of great importance in enhancing community resilience. Future urban development should pay attention to grassroots sports governance in order to enhance community resilience.
